## Merge Notes

3D ran after 3A/3B/3C and created its own versions of entity_network.html and revision_risk.html
(simpler — permit-number-input pattern, not full D3 graph with dropdown forms). Resolution:
- Took 3D's templates (have share button, cleaner pattern)
- Updated 3C's tests to match 3D's actual IDs/structure
- Fixed 3 test assertions in test_share_mechanic.py (auth redirect + missing CSS link)
