## 3. ADDENDA STALENESS DIAGNOSIS
### Findings
**Local DuckDB (dev):**

**Root Cause Analysis:**
1. `addenda.data_as_of` in local DuckDB is `2026-02-18` — 6 days stale
2. `cron_log` does not exist in local DuckDB (it's a prod-PostgreSQL-only table) — expected behavior
3. The nightly sync on prod fetches addenda deltas via `finish_date/arrive` filters from SODA, and upserts matching rows. The `data_as_of` column in addenda reflects what SODA returns — if SODA's addenda dataset itself was not updated since Feb 18-19, our copy would show that date.
4. The `ADDENDA_DATA_EXPLORATION.md` notes: "Dataset refreshes continuously via SODA despite data_as_of showing 2025-06-23" — `data_as_of` in the SODA dataset is a metadata timestamp for when data was last published, not when individual rows were updated.
5. **Key finding:** `max_finish_date = 2205-07-24` — a far-future impossible date exists in the addenda data (documented quality issue). The nightly delta query `finish_date > '{since}'` would catch any updates correctly; the staleness is in `data_as_of` which is a SODA publishing timestamp, not a per-row update timestamp.
**Conclusion:**
- The local DuckDB `data_as_of` staleness is expected for dev — it matches when the full ingest was last run (Feb 18)
- To verify prod status: query `/cron/pipeline-health` on Railway
- The nightly `detect_addenda_changes()` function correctly uses `finish_date/arrive` for delta detection, not `data_as_of`
- No code fix needed for the staleness mechanism — the diagnostic tool can now surface this clearly

## 4. NIGHTLY PIPELINE HARDENING
### What was added
**`fetch_with_retry(coro_factory, step_name, max_retries=3, base_delay=2.0)`**
- Wraps any async SODA fetch with exponential backoff (2s, 4s, 8s)
- Returns (records, step_info) with timing, attempts, timed_out fields
- On total failure: returns ([], {ok: False, error: ...}) — never raises
**`sweep_stuck_cron_jobs(stuck_threshold_minutes=120)`**
- Called at start of every nightly run
- Marks `status='running'` jobs older than threshold as `'failed'`
- Handles Railway crashes, OOM kills, restarts cleanly
- Returns count of swept jobs
**Step Isolation in `run_nightly`:**
- Permits, inspections, addenda fetches are isolated: `try/except` around each
- Inspection fetch failure → logs warning, `inspection_records=[]`, continues
- Addenda fetch failure → logs warning, `addenda_records=[]`, continues
- `detect_addenda_changes` failure → logs warning, `addenda_inserted=0`, continues
- Result dict now includes `step_results` dict and `swept_stuck_jobs` count

## 5. PIPELINE HEALTH MODULE
**`web/pipeline_health.py`** provides:
- `HealthCheck` dataclass: `name`, `status` (ok/warn/critical/unknown), `message`, `detail`
- `PipelineHealthReport` dataclass: `run_at`, `overall_status`, `checks`, `cron_history`, `data_freshness`, `stuck_jobs`, `summary_line`
- `check_cron_health(warn_hours=26, critical_hours=50)` — last nightly success timing
- `check_data_freshness()` — addenda/permits/inspections MAX dates
- `check_stuck_jobs(threshold_minutes=120)` — detects crashed-without-cleanup jobs
- `check_recent_failures()` — failures in last 48h
- `get_pipeline_health()` — runs all checks, returns full report
- `get_pipeline_health_brief()` — compact version for morning brief (no cron_history)
