- **Knowledge Base:** 4-tier system — tier1 (39 structured JSONs), tier2 (raw info sheets), tier3 (admin bulletins), tier4 (full code corpus 16MB). 100 semantic concepts, 817 aliases. 14 intelligence rules.
- **RAG:** 3,682+ chunks, hybrid retrieval (60% vector + 30% keyword + 10% tier boost), pgvector + OpenAI embeddings. Nightly refresh.
- **Entity Resolution:** 5-step cascade. 1.8M contacts → 1M entities, 576K relationship edges.
- **Vision:** Claude Vision API for architectural plan analysis, EPR compliance checks.

- Reference the existing architecture — don't propose things that conflict with how the system works
### Spec Structure
Include these sections:
1. **Problem statement** — what's broken or missing, who feels the pain
2. **User stories** — concrete "As a [role], I want..." with acceptance criteria
3. **UI components** — describe what the user sees and interacts with
4. **Backend implementation** — routes, DB schema, queries, API calls
5. **Files changed** — which existing files need modification
6. **Test checklist** — manual QA steps + automated test ideas
7. **Rollout plan** — how to deploy safely (feature flags, migration steps)
8. **Success metrics** — how we know it worked
9. **Explicit Non-Behaviors** — what the feature must NOT do (prevents scope creep)
10. **Ambiguity Warnings** — open questions that need answers before building
