Remove an IP address or subnet from a user's whitelist.
Args: user_id: The user ID (UUID) or email address subnet: The IP address or subnet to remove (e.g., "8.8.8.0", "192.168.1.100") subnet_size: The subnet size (e.g., 24 for /24, 32 for single IP)
Returns: Status message confirming removal
