## Overview
Successfully implemented FastMCP 2.9.0+ compatible prompt generation patterns across the MCP server template and fips-agents-cli tool. All changes follow the proven patterns from weather-mcp that successfully exposed prompt arguments via the MCP protocol.
## Changes Implemented
### Phase 1: CLI Tool Validation (fips-agents-cli)
**File**: `src/fips_agents_cli/tools/generators.py`
#### 1. Expanded Valid Types (lines 166-193)
Added support for:
- Dict types: `dict[str, str]`, `dict[str, Any]`, etc.
- Modern union syntax: `str | None` instead of `Optional[str]`
- Optional complex types: `list[str] | None`, `dict[str, str] | None`
#### 2. Added `validate_type_annotation()` Function (lines 106-136)
- Validates that dict/list types have proper type parameters
- Rejects bare `dict` or `list` types
- Provides clear error messages for FastMCP 2.9.0+ compliance
#### 3. Added `compute_type_hint()` Function (lines 139-162)

## Breaking Changes
### For New Projects
No breaking changes - all new projects use updated patterns.
