## Overview
Phase 3 has been successfully implemented, adding a comprehensive notification system with real-time updates, @mentions with autocomplete, and granular notification preferences.

### 1. Database Schema (Migration: 20250112000003_notification_system.sql)
#### Tables Created
**notifications table**:
- Stores all user notifications with type, title, message
- Links to related entities (message, user, post, bill, debate)
- Tracks notification status (read/unread)
- Includes actor reference (who triggered the notification)
**notification_preferences table**:
- Per-user notification settings
- Channel preferences (in-app, email, push)
- Type-specific preferences (messages, followers, mentions, etc.)
- Email digest frequency
