**Goal:** Set up Google Cloud Platform infrastructure using Terraform
**Tasks:**

2. Enable required APIs (Cloud Run, Secret Manager, Artifact Registry, etc.)
3. Deploy Terraform infrastructure:
- VPC + Serverless VPC Connector
- Cloud NAT (for outbound API calls)
- Service Accounts (frontend, API, pipeline)
- Secret Manager (NEO4J_PASSWORD, CANLII_API_KEY)

4. Subscribe to Neo4j Aura Professional (4GB instance)
