The `lint_plan` tool will:
1. Validate the structure and content.
2. Sign the content using the ATLAS-GATE MCP's internal keys.
3. Replace `PENDING_SIGNATURE` with the actual cryptographic signature.
4. Return the signature and the updated plan content.
### REQUIRED SECTIONS (In This Order)
Plans MUST have these 7 sections in this exact order:

2. **Scope & Constraints**
3. **Phase Definitions**
4. **Path Allowlist**
5. **Verification Gates**

## WORKFLOW
1. **Initialize**: `begin_session({ workspace_root: "/path/to/project" })`.
2. **Analyze**: Use `read_file` to understand the codebase.
3. **Draft**: Create the plan content following the template above.
4. **Lint & Sign**: Call `lint_plan({ content: "draft content..." })`.
- The tool returns `{ passed: true, signature: "...", content: "updated content with signature" }`.
5. **Save**: Use `write_file` to save the plan to the canonical path and then rename or directly write to `docs/plans/<signature>.md`.
- **IMPORTANT**: The filename MUST be exactly the signature returned by `lint_plan` plus `.md`.
6. **Deliver**: Provide the signature and the path `docs/plans/<signature>.md` to the operator.
