## Executive Objective
To transform the ATLAS-GATE MCP Server from a Level 3 (Managed) system to a Level 5 (Optimized) Enterprise authority. This plan enforces the multi-year vision defined in `LEVEL_5_ROADMAP.md` through strict, gated phases.

## Phase 0: System Restoration & Forensic Integrity
**Objective**: Clear the active session lock and verify base-layer integrity.

## STOP Conditions
- **F-AUDIT**: Any audit log corruption or hash chain breach.
- **F-POLICY**: Any use of mocked or hardcoded logic in `core/`.
- **F-AUTHORITY**: Any write operation performed without a valid Plan ID.
## Windsurf Execution Contract
- **Role Isolation**: Only the `WINDSURF` role can execute mutations.
- **Plan Enforcement**: No file changes allowed unless explicitly scoped within a phase.
- **Intent Law**: Every file write MUST include a machine-parseable `intent` field.
