**Key accomplishments:**
- Extracted shared utilities (require_format_enabled, resolve_file_path, TOML fallback) eliminating 18+ duplicate code sites
- Migrated all 13 service handlers to typed Pydantic response models with specific exception catches
- Replaced all print() debugging with structured logging; added config caching with lru_cache
- Split god modules: data_operations.py (703 lines → 3 modules) and schemas.py (1,201 lines → 5 modules)
- Standardized ~250 test names to behavioral pattern; added 12 edge case tests; grew suite to 428 tests at 82.5% coverage
