Screen symbols by rules

Evaluates technical rules on the latest bar of every symbol in a universe (up to 250; the rest are dropped and reported) and returns the matches with price, bar time (ms epoch) and per-rule details, plus symbols with no data. Malformed rules are refused free with the offending path. Costs 1 credit (action screener_run), also for zero matches; not charged when no symbol could be priced.
