Confirm price and start

confirm_transcription_quote
Idempotent

Accept and reserve an exact current transcription price, then queue the same task. Requires its quote_id, unchanged integer credits and consent=true representing explicit user approval. Expired or changed prices are rejected. Repeated accepted confirmation reuses the same task; ambiguous outcomes retain its identity and reservation.
