calculate_military_retirement_pension

Monthly retired pay estimate: years of service times the system multiplier (2.0 percent per year for BRS, 2.5 percent per year for High-3) times the high-3 average monthly basic pay, before taxes, plus annual and 20-year lifetime amounts.
