Read-onlyIdempotent

The 14 Agile regions (GSP groups), each with well-known places in it - to place a home by its town. The regions are the local electricity networks' areas, not counties, so some places surprise (Milton Keynes and Coventry are in the East Midlands, Croydon in South East England, York in North East England). The surest way: the first two digits of the 13-digit MPAN on the home's electricity bill (mpan_prefix).

TDQS

B3.3/5.0
Behavior3/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

The annotations already declare readOnlyHint=true, idempotentHint=true and openWorldHint=true, so the safety profile is covered. The description's value-add is the warning that regions are electricity-network areas rather than counties, which sets expectations for the returned data. It does not state the shape of the returned records (names, IDs, ordering) despite there being no output schema.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness3/5

Is the description appropriately sized, front-loaded, and free of redundancy?

The core statement is front-loaded, but the parenthetical town examples (Milton Keynes, Coventry, Croydon, York) consume roughly a third of the text to make a single point about counterintuitive mappings. One or two examples would have earned the same benefit at half the length.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness3/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a zero-parameter reference lookup this is close to adequate — it says what the 14 items are and what they contain. With no output schema, though, it should describe the fields returned per region, and the misplaced `mpan_prefix` reference leaves the calling contract slightly ambiguous.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Zero parameters gives a baseline of 4, but the closing sentence names `mpan_prefix` as if it were an input, while the schema declares `additionalProperties: false` and no properties — an agent could reasonably try to pass it and fail. The MPAN guidance appears to belong to a different tool, which costs a point here.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose4/5

Does the description clearly state what the tool does and how it differs from similar tools?

The first clause names the specific resource — 'The 14 Agile regions (GSP groups)' — and clarifies what each entry contains ('well-known places in it'), which disambiguates it from generic geographic lists. It stops short of a crisp verb+resource statement ('List ...') and spends its opening on the domain caveat, but an agent can still tell exactly what this returns.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines3/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

The phrase 'to place a home by its town' implies the use case, and the MPAN hint narrows it further. However, it never says when not to use it, nor does it reference any sibling (list_tariffs, plan_home, etc.) that might also consume a region, so the routing is left implicit.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
