Changes between DVSA files

What changed between one DVSA operator licence file and the one before: licences new to the file, no longer in the file, back in the file, status changes, licence type, vehicle and trailer authorisation, operating centre and continuation date changes. Companies are listed with before/after values; sole trader and partnership changes are counted only. Defaults to the latest file; pass release (YYYY-MM-DD) for an earlier one (data_status lists them).
