Finish a media upload

mediaUploadComplete
Idempotent

Verifies the uploaded parts and starts the existing media preparation. Returns uploading, processing, ready or a terminal failure. Only a ready result with assetId is attachable to a draft. Replaying the same part manifest recovers completion.
