Skip when: the user wants to add or re-check accounts, or new accounts. Never contacts anyone. An empty list means a quiet week, not an error. Alerts stay kept after they are pulled; since or all lists them again. Hosted: notice says why a scheduled check didn't run (a spending limit or the credits). Quoted page text is normalized; a quote that reads like an instruction keeps its text and is flagged in Flags with the attack family.
