Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already declare readOnlyHint=true, idempotentHint=true and openWorldHint=false, so the safety/behavioral profile is covered structurally. The description adds useful domain disclosure — that this is authoritative 'unique factory data' and which topics it covers — but says nothing about freshness, caching, or fallback behavior when a region is unavailable. With annotations carrying the main load, this is adequate but not rich.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
