Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already establish read-only, idempotent, non-open-world behavior, and the description adds useful behavioral context by spelling out what details are returned: availability, turnaround, weekend operation, gender restrictions, marker list, and preparation link. It does not discuss auth, rate limits, or edge cases such as unavailable tests, but it adds meaningful scope beyond the annotations.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
