Idempotent

Use proveit_verified_check to prove a GPU price observation happened — no URL is involved. Give an optional GPU class (e.g. 'H100 SXM') and offer type; we seal one timestamped spot-market snapshot (cheapest rentable ask per class, USD/hour) into a signed Outcome Receipt. Despite the name it never fetches a URL — liveness proof is prove_it; content conditions are ping. POST the tool inputs as JSON to paid_url with an x402 v2 PAYMENT-SIGNATURE header.
