Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

With no annotations, the description carries the full load and does disclose two behavioral traits: it costs nothing ('Free') and it requires authentication via _meta[satledger/api-key]. It stops short of describing pagination or result ordering, which matters for an unbounded list.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Is the description appropriately sized, front-loaded, and free of redundancy?

Three short fragments, front-loaded with scope, then cost, then auth. Every sentence carries distinct information with no padding.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a simple zero-required-parameter read tool with no output schema, the description covers scope, cost, and auth. The only real omission is pagination/return-size behavior for a potentially large listing.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema coverage is 100% and the single optional api_key parameter is fully documented in the schema, including the preference for _meta. The description's auth sentence reinforces but adds no syntax or fallback detail beyond the schema, so baseline 3 applies.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Does the description clearly state what the tool does and how it differs from similar tools?

The description names the resource and scope ('Every agent in your workspace'), which clearly implies a full-list operation and contrasts with singular siblings like describe_agent and create_agent. It never states the verb explicitly, but the intent is unambiguous.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Does the description explain when to use this tool, when not to, or what alternatives exist?

Usage is implied by the scope ('every agent'), but there is no explicit when-to-use guidance or routing to alternatives such as describe_agent for per-agent detail. The 'Free' note hints at cost considerations but does not frame selection.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
