Get the next subtask to work on inside one Story, with the same rules as GetNextTaskTool (highest priority, errors first, oldest within priority, blocked subtasks skipped). Inside a Story call this instead of scanning its subtasks yourself. Pass the relative ids of subtasks you are stuck on in exclude_relative_ids to skip them.
