Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already flag destructive/idempotent/openWorld, and the description adds genuinely new behavioral context: cancellation only stops tracking, the job may still complete, and credits are consumed regardless. This is exactly the non-obvious semantics an agent must know before calling a destructive tool.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
