Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already declare readOnlyHint=true and openWorldHint=true, so the safety profile is covered. The description adds useful context that this is a curated enumeration whose values are 'accepted by hindustantimes_headlines' (i.e., a discovery step feeding another tool), though it does not disclose return format or any stability/rate constraints.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Is the description appropriately sized, front-loaded, and free of redundancy?

Two sentences, front-loaded with the primary purpose and then the sibling routing. No filler; every clause earns its place.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a zero-argument list tool with an output schema present, the description need not explain return values. It supplies the purpose, the routing alternatives, and the downstream consumer, which is everything required to invoke it correctly.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Zero parameters, so the baseline is 4. The description still clarifies what the produced values represent — section identifiers consumable by hindustantimes_headlines — which is the only semantic an agent needs here.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Does the description clearly state what the tool does and how it differs from similar tools?

Clear specific verb ('List') plus resource ('Hindustan Times public editorial or RSS sections'), and it names the consuming tool. An agent can immediately distinguish this from hindustantimes_headlines, hindustantimes_news, and hindustantimes_article without opening any schema.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Does the description explain when to use this tool, when not to, or what alternatives exist?

Explicit when-to-use routing: 'Use hindustantimes_headlines for a section, hindustantimes_news for the general feed, or hindustantimes_article for one story.' Each sibling is assigned a condition, leaving nothing to inference.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
