Annotations already declare readOnlyHint=true and openWorldHint=true, so the safety profile is covered, but the description adds nothing beyond that – no locality behavior (the l/cc params hint at locale/country), no notion of how many shelves or entries are returned, no pagination. It provides essentially no behavioral value beyond the structured fields.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
