Annotations already declare readOnlyHint=true and openWorldHint=true, so the safety profile is covered, but the description adds nothing beyond that — no note on what the orderbook contains (bids/asks, depth), snapshot vs live behavior, or rate limits. A bare label on a data-fetch tool leaves real behavioral questions open.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
