Annotations already declare readOnlyHint and openWorldHint, so the safety profile is covered. The description adds a genuinely useful behavioral trait not in the annotations: the data may come from a live source or degrade to a curated fallback. That is real value, but it stops short of describing coverage, freshness, or result shape.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
