creatives_cloud_refresh

Queue a background refresh of every connected Google Drive cloud folder and return its current status. Existing active refreshes are deduplicated; the existing cooldown and rate limits still apply. This returns without waiting for indexing. Poll creatives_cloud_status for progress. If no folder is connected it returns error_code cloud_binding_missing. Use this when the user asks to refresh or newly added files have not appeared; ordinary reads use creatives_list.
