【需要登录】【何时用】用户说「把报名表给我 / 导出名单 / 我要下载 Excel」时调它。返回一条一次性签名下载链接,用户自己在浏览器里打开就下载 CSV。

【组合链】list_signup_submissions 先给用户看数量和概览 → 确认要整份表格 → 本工具铸链接 → 把 url 原样发给用户。想按人处置不需要导出,直接 bulk_review_signup_submissions。

【口径/坑】① 绝不返回 CSV 正文:一次最多两万行、每行带解密后的手机号微信号,那种东西不该进模型上下文。工具只给链接。② 链接10 分钟有效、且只能成功打开一次——换过一次即废(它被转进工作群就等于整份手机号裸奔,所以是真一次性)。用户没在 10 分钟内打开就再调一次。③ 提醒用户:这份表里全是报名者的联系方式,别往群里转发。④ 打开链接时会再校验一次权限(票只证明 10 分钟前你有权限,不是授权本身)。⑤ 撞顶两万行时 CSV 末尾会有一行中文说明,让用户看一眼。
