The description adds value by listing the record's contents (CVSS, CWE, etc.) but does not disclose any behavioral traits beyond what annotations provide, such as authentication needs or rate limits. With strong annotations, a score of 3 is appropriate.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
