The description is a single, dense but structured sentence. It front-loads the core purpose, lists returning fields, and then provides operational details. There is no redundancy or filler. It is longer than strictly necessary, but every clause adds value (purpose, content, source, auth, throttling, caching). Efficiency is high.
Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.
