Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already declare readOnlyHint, idempotentHint, non-destructive and closed-world, so the safety profile is fully covered structurally. The description adds the return shape, which is somewhat redundant given the output schema, and discloses no formula, edge-case behavior (e.g., surplus/deficit handling) or limits.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
