Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already declare readOnly, idempotent, non-destructive and open-world, so safety is covered; the description adds genuinely new behavioral facts: public NHTSA data source, XLSX/CSV report output, and hard quotas of 20 vehicles and 40 source requests per call. It stops short of saying what happens when those limits are exceeded or how partial failures are reported.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
