Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already declare readOnlyHint, idempotentHint, and destructiveHint=false, so safety is covered, and the description adds real context beyond that: it discloses that GSCPI carries a 'required notice' (an attribution obligation) and that the chokepoint_transits field is null in this edition. It still does not characterize response format or size, but the payload-composition disclosure is genuinely useful.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Is the description appropriately sized, front-loaded, and free of redundancy?

Two dense sentences with no filler, front-loaded on what the response contains, followed by the single exclusion that an agent most needs. Every clause carries informational weight.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

With no output schema, the description must carry the return-value burden, and it does list the three component boards plus one known null field. It stops short of describing the shape of those boards or the notice's exact requirement, leaving a small gap for a no-argument tool whose output is the entire deliverable.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

The tool takes zero parameters, so there is no parameter semantics for the description to add; with no arguments the baseline is a 4. Nothing in the text contradicts or confuses the empty schema.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Does the description clearly state what the tool does and how it differs from similar tools?

The description gives a specific verb-less but clear retrieval scope: a composite 'global supply-chain picture' bundling NY Fed GSCPI, country disruption readings, and NERAI's supply-disruption forecast board. It distinguishes itself from the chokepoint-focused siblings by explicitly excluding chokepoint transit series, though it does not differentiate from get_forecast_desk or get_country_risk by name.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Does the description explain when to use this tool, when not to, or what alternatives exist?

It implies usage (fetch the global picture) and provides a negative boundary by stating chokepoint_transits is null and not included, which nudges the agent toward get_live_chokepoint_traffic. However, it never says when to choose this tool over get_forecast_desk, get_country_risk, or get_early_warning, so routing guidance is only implied.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
