Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
No annotations exist, so the description carries the full behavioral burden, and it does disclose only that the output is a 'prompt and operating playbook' — a fragment of useful signal. It says nothing about what happens on invocation, whether anything is generated or merely returned verbatim, whether the optional query changes behavior, or what the response looks like. Marketing promises ('Save hours every week') do not substitute for behavioral disclosure.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
