Use this when checking Samuelz Chauffeur lead time, account requirements and booking confirmation terms. Do not use for service coverage (use get_service_options instead). Returns available with observedAt and terms, or unavailable. Lead time is in minutes; interpret dates in the returned time zone and revalidate terms on the eventual offer. This cheap, repeatable read creates nothing. Pass a published offerKey for its location’s terms; omit it for default policy.
