With no annotations, the description carries the full burden of behavioral disclosure. It does add one meaningful behavior: query and fragment are dropped. However, it fails to clarify the role of the extra schema fields (host, json, zone), whether they are ignored, or what happens with invalid or missing input.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
