Annotations already declare readOnly, idempotent, openWorld, non-destructive. The description adds value by specifying return fields (signature, timestamp, side, token, amount, counterparty), but no further behavioral traits beyond what annotations cover.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
