Annotations already declare readOnlyHint, idempotentHint, and destructiveHint=false, so the description's behavioral burden is reduced. The description adds value by listing the returned fields (display name, username, description, account creation date, ban status), which is not in annotations.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
