Annotations already declare readOnlyHint, openWorldHint, idempotentHint, and destructiveHint, so the description is not required to repeat those. It adds value by specifying the output is distance and duration matrix, and listing supported modes. No contradictions.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
