Crs Report

crs_report
Read-onlyIdempotent

Read one Congressional Research Service report in full by its report number (R43255, IF13006, LSB10123, IN12304). Returns the complete text of the current version, plus its authors, CRS subject topics, publication date, the bills and public laws it cites, how old the text is, and a statement that CRS analysis is persuasive rather than binding. Use it after crs_search, or directly when a report number is already known.

Input Schema

TableJSON Schema
NameRequiredDescriptionDefault
max_charsNoTruncate the text at this many characters and say so. Default 120000, which holds all but the longest reports whole. Values below 1000 are raised to 1000 — a 200-character slice of a report is not a shorter answer, it is a misleading one.
report_idYesCRS report number, e.g. 'R43255' or 'IF13006'. Case-insensitive.
include_textNoReturn the report text. Default true; false gives metadata only.

TDQS

A4.5/5.0
Behavior4/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already declare readOnlyHint, openWorldHint, idempotentHint, and destructiveHint=false. The description adds value by listing the exact metadata returned (authors, topics, dates, cited bills) and noting the persuasive nature of CRS analysis. It also mentions 'current version', which is not covered by annotations. No contradiction found.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness5/5

Is the description appropriately sized, front-loaded, and free of redundancy?

The description is compact: three sentences that front-load the primary purpose, then list outputs, and close with usage guidance. No filler words; every sentence earns its place.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness5/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a read-only tool with full schema coverage and no output schema, the description is comprehensive. It states the input (report number), output contents, and usage context. Combined with annotations that cover safety, nothing an agent needs to invoke it correctly is missing.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema description coverage is 100%, so the baseline is 3. The description's mention of report number examples (R43255, IF13006) partially reinforces the schema's format, but it does not add significant new meaning beyond what the schema already provides for the parameters.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose5/5

Does the description clearly state what the tool does and how it differs from similar tools?

The description clearly states the tool reads a single CRS report in full by report number, with explicit examples of valid numbers. It distinguishes itself from siblings like crs_search and crs_recent by focusing on the read-by-ID use case, making its purpose unmistakable.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines5/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

It explicitly instructs to use this tool after crs_search, or directly when a report number is known. This provides clear guidance on when to select this tool over the search tool and implies the alternative workflow.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
