Annotations already declare readOnlyHint, idempotentHint, and openWorldHint. Description adds that it returns series IDs and descriptions, but does not disclose other details like pagination or rate limits. Given annotations, this is adequate but not exceptional.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
