The description adds useful behavioral detail by listing what the tool returns (fields, geometry type, count, capabilities), which goes beyond the generic safety profile. It doesn't contradict annotations.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
