Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already declare readOnly, idempotent, non-destructive and open-world behavior, so the safety profile is covered. The description adds genuinely new context beyond those: the exclusion surface (no source reading, no test execution, no exploitability confirmation, no model key) and the requirement to retain and merge the original full advisory report across pages. It stops short of stating rate limits or result ordering beyond what the schema's planLimit already says.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
