verify_credential

Verify a MIZAN track-record credential: registry lookup, proof-bundle download, sha256 check against the registry anchor, and (when a verifier binary is available server-side) an offline STARK re-verification. Returns the verdict exactly as issued: PASS, FAIL or NOT SIGNIFICANT.
