Make an adaptive streaming version

create_hls_stream

Package a video for web streaming as HLS with several quality levels (the format video players use to adapt to slow connections). Returns the master playlist link. Segments are served from the same address. Cost: 2 credits per minute. Long jobs return a job_id; poll it with get_job. Result links expire in 1 hour.
