Annotations already declare readOnlyHint=true, idempotentHint=true, and destructiveHint=false, so the tool is safe and non-mutating. The description adds behavioral context by explaining the two possible states (all providers connected vs. missing credentials) and what the response includes (authenticated, pending[], connect_url, per-install URLs). This goes beyond annotations.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
