Annotations already declare readOnly and idempotent hints, and the description adds valuable behavioral detail by specifying exact returned fields under different conditions (authenticated:true with empty pending[], or connect_url and per-install URLs). This goes beyond the annotations without contradicting them.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
