It does not discuss ordering, pagination, or empty-result behavior, but for a read-only parameterless list operation the disclosed credential scoping is the most valuable behavioral detail.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
