Execute a bounded commercial fact_rate price proof and return rate summary values plus a receipt with source snapshot, filters, row count, caveats, input hash, response hash, and replay pointer. On no_match (version_id not found) the value includes available_versions: the version_ids that do carry rows for that payer/state/code, so an agent can pick a valid one and re-run.
